I would put a waterfall with another Koi swimming just underneath that, or maybe an Oni on the other shoulder blade, to balance things out. Or even a Kappa standing on some rocks with waves crashing up on them from the Koi and waves you already have. Sorry I can't give you more than that, I would go for the whole back that's for sure but I understand you're working inside a budget. Good luck and keep me posted! PEACE
